These 39 enterprises will enjoy subsidies ranging from 35 yuan to 85 yuan for each waste TV, refrigerator, washing machine, air conditioner or computer.

Liang Zhenpeng, an analyst in the home appliance industry, analyzed in an interview with reporters that in fact, the administrative measures for the collection and use of waste electrical and electronic products disposal fund has been officially implemented since July 1, 2012, but the previous subsidy funds have not been allocated to enterprises, which has affected the enthusiasm of many enterprises to recycle and dispose of waste electrical appliances. For more than a year, after the coordination of some ministries and commissions, subsidies have been officially issued, which makes the household appliance recycling industry step into the track of healthy and rapid development. It also means that a complete ecological industrial chain of China's household appliance industry has been basically completed.

According to the data of zhongyikang, the theoretical scrapping volume of household appliances in China is 50 million units every year, with an average annual growth of 20%. It is expected that the scrapping volume will reach more than 160 million units by the end of the 12th Five Year Plan. At the same time, according to the plan of the opinions on strengthening the prevention and control of e-waste pollution, by 2015, the annual standardized recycling capacity of waste electrical and electronic products will exceed 50 million units. At present, China's provinces, autonomous regions and cities have planned to build more than 100 disposal enterprises of waste electrical and electronic products, and 64 enterprises have been established and qualified for fund subsidies, initially forming an electrical and electronic processing system.

According to the data from the Ministry of finance, from July 1, 2012 to the end of 2012, relevant enterprises have paid 1.8 billion yuan, which will be greatly exceeded in 2013.

The reporter learned from relevant industry associations that the above funds will be used for the recycling and disposal of waste electrical and electronic products in China. There will be certain subsidy standards for the dismantling quantity of enterprises and electronic products entering the subsidy catalogue, specifically 85 yuan / set for TV sets, 35 yuan / set for washing machines, 80 yuan / set for refrigerators, 35 yuan / set for room air conditioners and 85 yuan / set for microcomputers.

At present, the first batch of 630 million yuan of subsidies for waste electrical and electronic products will be successively distributed to the first batch of 39 waste electrical and electronic product treatment enterprises that have been included in the scope of fund subsidies and have been disassembled.

Liang Zhenpeng believes that the issuance of subsidies is great good news for regular waste household appliance treatment enterprises represented by Changhong and TCL Aobo. In the past, these enterprises were difficult to compete with non-standard dismantling enterprises and individual vendors, resulting in many waste household appliances in the society not being properly treated, thus causing damage to the environment.

The reporter learned from Changhong that as early as 2010, Changhong established a subsidiary specializing in circular economy industry - Changhong gerun, specializing in the recycling and dismantling of waste household appliances. At present, the total dismantling capacity of the two R & D and production bases has reached about 2 million units, becoming the largest dismantling and recycling center of waste household appliances in Southwest China, In the future, it will expand to a wider range of comprehensive dismantling and recycling of waste goods.

A senior manager of Changhong gerun said, "at the end of last year, we began to do plastic deep processing, promote horizontal derivation of the industry this year, devote ourselves to the development of the recycling industry, and focus on breaking through fluorescent lamps and phosphors." In the future, Changhong gerun will also cooperate with domestic professional institutions to carry out strategic cooperation, so as to develop the deep processing and economic processing of waste household appliances, improve the added value of recycled products, and maximize the basic value and marginal benefits.

Changhong has conducted industry university research cooperation with Tsinghua University on the recycling of waste household appliances. This technical scientific research achievement has been effectively grafted with Changhong's waste household appliances recycling and dismantling industry. With the support of the national waste household appliances recycling system in the future, it will also produce huge economic and social benefits.
